The No Objection Certificate (NOC) is an official document issued by the Ministry of Education, Science and Technology (MoEST) of Nepal. It certifies that the Government of Nepal has no objection to a Nepali citizen pursuing higher education in a foreign country.

The NOC is not a formality — it is a legal requirement. Without a valid NOC, Nepali banks cannot process international transfers of tuition fees under Nepal Rastra Bank (NRB) foreign exchange regulations, and your UK Student Visa application will be considered incomplete.

Since 2024, the NOC process is entirely digital. You can register, upload documents, pay the fee, and download your certificate through the official portal at noc.moest.gov.np from anywhere in Nepal — no in-person visit required.

How to Apply for NOC Nepal Online — Step by Step

   Register on the MoEST NOC portal

   Visit noc.moest.gov.np and click "Register". Enter your name exactly as it appears on your citizenship certificate — spelling, middle name, and surname must match across every document. Verify your email address to activate.

   Start a new NOC application

   Log in and select "Apply for NOC". Choose "Foreign Study" as the application type and select United Kingdom as your destination country.

   Enter personal and academic details

   Fill in your personal information (exactly as on your citizenship), your UK university name, programme title, intake date, and course duration in years. The university name and course title must match your offer letter exactly — character for character.

   Upload all required documents

   Upload clear, high-resolution scans of all required documents (see list below). Accepted formats: JPG, PNG, PDF. Each file must be legible — this is the most common rejection point. Blurry photographs taken on a phone in bad lighting are rejected.

   Pay the NPR 2,000 government fee

   Complete payment of NPR 2,000 via ConnectIPS, mobile banking (eSewa, Khalti), or at a designated bank counter. Save your payment confirmation receipt — you may need it if MoEST raises a query.

   Wait for MoEST verification (1–5 working days)

   MoEST staff verify your documents and application details. You will receive an email notification when your NOC status changes. Log in to the portal to track your application. Working days are Sunday to Friday in Nepal.

   Download and use your NOC certificate

   Download the official digitally-signed NOC certificate from the portal. Submit a copy to your UKVI-approved bank to initiate the tuition fee transfer. Include it in your UK student visa documents alongside your Student Visa application.

Common NOC Rejection Reasons — and How to Avoid Them

MoEST rejects a significant number of applications for avoidable reasons. Knowing these in advance saves you days of delay:

• Name mismatch across documents Your name on the citizenship certificate, passport, and offer letter must be identical in spelling, order, and middle name. If your offer letter has a name error, contact your university to correct it before applying.

• Blurry or low-resolution document scans Phone photos taken in dim light or at an angle are the single most common rejection reason. Use a scanner or a well-lit flat surface. All text must be clearly readable.

• Offer letter not on official university letterhead Email printouts or screenshots are not accepted. The offer letter must be on the university's official headed paper with a reference number and signature/stamp.

• Payment not confirmed before submission Submit your application only after payment is fully confirmed on the portal. Unconfirmed payments cause the application to be held without notification.

• Incorrect course or institution name in the form Type the programme name and university name exactly as they appear on your offer letter. Copy-paste if possible to eliminate spelling errors.

• Expired passport Your passport must be valid for the duration of your course. If your passport expires before your course ends, renew it before applying for NOC.
