Enterprise Safeguarding & Ethics

House of Admissions enforces an uncompromising zero-tolerance stance on modern slavery, human trafficking, and exploitation. This framework details our structural defense mechanisms protecting students across Nepal and the UK.

Zero Tolerance Protocol UK Modern Slavery Act 2015 houseofadmissions.com
This ethics framework was formally audited on April 2026. To initiate a safeguarding escalation, see Section 9.

Introduction Policy at a Glance

The Zero-Tolerance Mandate: The House of Admissions operates an absolute zero-tolerance protocol against modern slavery, human trafficking, forced labour, and debt bondage. We view our 100% free service model as our primary structural defense—eliminating the financial extortion that precedes trafficking in the international education sector.

This Enterprise Safeguarding Policy delineates our rigorous protective measures. It governs all operations out of Kathmandu, Pokhara, and our UK regional offices, applying strictly to every consultant, partner institution, and third-party contractor integrated into our supply chain.

Section 01 Corporate Statement of Intent

House of Admissions executes its operations with uncompromising integrity. Serving as a bridge between Nepal and the UK, we acknowledge that international education recruitment can present systemic vulnerabilities. Our business architecture—deriving revenue strictly from formalized UK university partnerships rather than student fees—is purposefully designed to shatter the debt-bondage cycle.

"An education consultant that extracts exploitative fees from students is not a consultant—it is a predator. We exist to orchestrate legitimate academic pathways, not to engineer debt traps. Our zero-fee enterprise model is our ultimate anti-exploitation mechanism."
— Executive Management, House of Admissions

Section 02 Defining Exploitation

Modern slavery is a severe criminal offense and a catastrophic human rights violation. We monitor for its various permutations:

ClassificationOperational DefinitionRed Flag Indicators
Human TraffickingRecruiting or transporting individuals via coercion or deception for eventual exploitation.Highly scripted answers; third parties dominating conversations; student unaware of final destination.
Debt BondageForcing an individual to labor to repay a fraudulently inflated or ambiguous debt.Mention of massive "agency loans"; inability to clarify total recruitment costs.
Forced LabourExtracting services under the menace of penalty or without voluntary consent.Confiscated passports; inability to leave employment; extreme hours discussed post-graduation.
Child ExploitationExtracting labor from minors, depriving them of education and dignity.Applicants under 18 showing signs of physical abuse or lacking genuine guardian consent.

Section 03 Sector Vulnerabilities & Our Firewall

The Nepal-UK education corridor carries distinct risks that HOA structurally neutralizes:

  • Financial Extortion: Unethical agencies levy exorbitant upfront fees (NPR 100,000–500,000), forcing families into predatory debt. Our Firewall: HOA guarantees a 100% free processing model, eradicating this risk completely.
  • Fraudulent Inducements: Agencies fabricating "guaranteed" visas to secure payments. Our Firewall: We strictly align with UKVI RAG ratings, legally prohibiting guarantees and enforcing a "Best Interest Standard."
  • Visa Abuse for Labor: Funneling applicants toward academic routes with the singular intent of illegal labor. Our Firewall: HOA conducts rigorous academic capability and intent profiling prior to any application submission.

Section 04 Structural Commitments

Zero Student Fees

We categorically refuse to charge students, ensuring zero financial coercion throughout the recruitment process.

Safeguarding Minors

Mandatory physical or digital co-signing by legal guardians for all applicants under the age of 18.

Total Transparency

Full disclosure of our UK university commission structure to prevent any perceived conflicts of interest.

Anti-Fraud Enforcement

Zero tolerance for forged documents. Fraudulent submissions trigger immediate application termination.

Section 05 Student Safeguarding Protocols

Our counselors in Kathmandu and Pokhara execute the following protective measures:

  • Private Consultations: We mandate direct, one-on-one communication with the student to ensure their personal intent is uncoerced by third parties.
  • Document Sovereignty: We never confiscate or retain original passports, academic transcripts, or financial records.
  • Right to Withdraw: Students are contractually advised they may abandon their application process at any juncture without penalty.
  • Post-Arrival Welfare: UK-based regional officers initiate a welfare check during the student's first week in the UK to ensure safe landing and accommodation integrity.

Section 06 Institutional Due Diligence

We aggressively vet our supply chain, prioritizing student safety over expansion:

  • UK HEI Partners: We partner exclusively with institutions holding active UKVI Student Sponsor licenses, governed by the Office for Students (OfS) and the UK Register of Learning Providers (UKRLP).
  • BAASIS Alignment: We demand that all institutional partners adhere to the Recruitment Code of Ethical Practice.
  • Digital Vendors: IT infrastructure providers must present verifiable, public-facing modern slavery policies.

Section 07 Corporate Training & Whistleblowing

Awareness is our primary weapon. HOA enforces the following internal protocols:

  • Mandatory Induction: All Nepal and UK staff undergo rigorous safeguarding and modern slavery indicator training upon hiring.
  • Scenario Drilling: Counselors execute simulated assessments to detect subtle coercion or trafficking indicators during student interviews.
  • Protected Whistleblowing: Staff are legally protected and actively encouraged to report ethical breaches by colleagues, managers, or university partners without fear of corporate retaliation.

Section 08 Active Risk Indicators

Counselors are trained to trigger immediate reviews if they observe the following:

Behavioral/Logistical IndicatorSuspected RiskMandatory Protocol
Student cannot speak freely; "uncle" or third-party dominates meeting.Coercive control / TraffickingIsolate student for private interview; pause all processing.
Student reveals another agency "arranged bank balances" for a massive fee.Debt Bondage / Document FraudHalt application; formally advise student of severe legal risks.
Applicant seems excessively distressed, fearful, or highly scripted.ExploitationExecute immediate welfare check; escalate to Executive Management.
Student overtly requests pathways to abandon studies for illegal full-time work.Visa Abuse / Exploitation RiskRefuse service; terminate consultation immediately.

Section 10 Jurisdictional Frameworks

This enterprise policy structurally aligns with premium international legal architectures:

  • UK Modern Slavery Act 2015: While Nepal-based, our deep integration with the UK higher education sector demands voluntary, absolute compliance with this Act.
  • Nepal Human Trafficking & Transportation (Control) Act 2007: Statutory baseline for all our Kathmandu and Pokhara operations.
  • Nepal Labour Act 2017: Governing fair wages and conditions for all HOA employees.

Section 11 Compliance Audit & Review

Why Nepali Students Choose UK for Higher Education — and HOA for Guidance

The United Kingdom is Nepal’s most popular study abroad destination. A UK Bachelor’s degree takes just 3 years (versus 4 in the US or Australia), making it more cost-efficient per year of study. The UK is home to 4 of the world’s top 10 universities (Oxford, Cambridge, Imperial College London, UCL), and over 40 UK universities feature in the global QS top 200. For Nepali students, the total cost of a 1-year Master’s in the UK ranges from NPR 55–82 lakhs all-in (tuition, living costs, and visa) at NPR 195/£1 — with Sheffield and Liverpool among the most affordable destinations.

The UK Student Visa (as governed by Appendix Student of the UK Immigration Rules) allows up to 20 hours of part-time work per week during term time and full-time work during vacations, enabling students to offset living costs. The mandatory 28-day bank balance is £10,539 for universities outside London (NPR ≈ 20.5 lakhs) and £13,761 for London (NPR ≈ 26.8 lakhs), per UK Home Office guidance. House of Admissions prepares complete visa files with a 99% approval rate. Students choosing universities in Birmingham, Manchester, Leeds, and Sheffield pay NPR 13–20 lakhs per year in living costs, compared to NPR 25+ lakhs in London.

Nepali graduates who studied in English at Tribhuvan University, Pokhara University, Kathmandu University, or Purbanchal University can apply to 25+ UK universities via Medium of Instruction (MOI) letters instead of IELTS — saving NPR 25,000+ in examination fees and up to 3 months of preparation time. HOA provides free MOI eligibility checks at both offices. After graduation, the Graduate Route Visa grants 2 years of unrestricted work rights with no job offer or sponsor required, per UK Home Office policy (gov.uk/graduate-visa). A switch to the Skilled Worker Visa at the £38,700 salary threshold leads to Indefinite Leave to Remain (ILR) after 5 years of qualifying UK residence.

House of Admissions has secured £2M+ in scholarships for Nepali students since 2016, including 50+ Chevening placements (fully funded by the UK Foreign, Commonwealth & Development Office), GREAT Scholarships (£10,000 partial award), Commonwealth Scholarships (fully funded), and university merit awards of £2,000–£10,000+. Every HOA student receives personalised scholarship matching as part of the free service. Institutions and businesses wishing to provide HOA’s UK guidance to their student communities are welcome to enquire about a free partnership arrangement.
